Changes have been made to the Guide to Highway System Changes. In Section 3 – Types of Highway System Changes, C. Discontinuances, the word “generally” was removed before “reserved for the Commonwealth Transportation Board” to specify that the Virginia Code states that the Board has the authority to approve discontinuances. In Section 5 – Primary Roads – Codes, Policies and Processes, a. Primary Additions, Code Section 33.2-310 – Addition to Primary Route, changes made in the eighth paragraph include: deletion of “comments on the” between “locality’s” and “Six-Year Improvement Program (SYIP)” which had been erroneously included; insertion of “prior” before “local approval” to reference the local governing body process to approve the design and funding of VDOT Projects which is not required for developer built projects; and deletion of “portion of the” between “county’s” and “SYIP,” as this sentence references each county’s individual SYIP and not a portion of the SYIP. Changes in the fourth paragraph of Section 6 – Secondary Roads – Codes, Policies and Processes, a. Secondary Additions, Code Section 33.2-705 – Addition to Secondary Route include deletion of “if the criteria below are met” after “used” because the document does not contain the criteria after this sentence and the criteria is discussed in detail earlier in the Guide. Finally, in Section 7 – Appendices, b. History of the Secondary System of State Highways, “City of” was deleted before “Newport News” in the third paragraph because the designation of city was not needed.
