1. Guidance Document 6171: Pumping of Alternative Onsite Sewage Systems. Guidance contains Board policy pertaining to Conventional Onsite Sewage System Operators pumping Alternative Onsite Sewage Systems. Guidance states that a conventional onsite sewage system operator with a valid VDH sewage handling permit may pump an alternative onsite sewage system only at the direction of a licensed alternative onsite sewage system operator. The conventional operator is limited to pumping tanks only and is not authorized to perform any operation or maintenance tasks. Unauthorized work or pumping done without direction may result in disciplinary action by the Board. As a best practice, the alternative operator should be present during pumping or inspect the system shortly afterward to ensure continued proper operation in line with regulations and manufacturer instructions. This guidance has been incorporated into the Board’s final regulation. 2. Guidance Document 6204: Effective Date of Utility Management CPE for Class 1 and 2 Waterworks & Wastewater Works Operators. Document contains guidance for its meeting on April 20, 2017, the Board voted to not require Class 1 and 2 waterworks and wastewater works operators to complete CPE pertaining to utilities management until the next license cycle (beginning March 1, 2018 for wastewater works operators and March 1, 2019 for waterworks operators). However, if a Class 1 or 2 waterworks or wastewater works operator does complete a minimum of five hours of CPE during the current license cycle, it will be acceptable toward the licensee meeting the CPE requirements. This guidance is no longer necessary. 3. Guidance Document 6214: Onsite Sewage System Professionals Master and Journeyman License Requirements. Guidance states that when installing onsite sewage systems, the decision-maker and person executing the installation of approved permits must be licensed as a journeyman or master for the applicable license type. In addition, a licensee (master or journeyman, with the appropriate license type) must be on the job site. For operation and maintenance and onsite soil evaluation and design, the decision-maker must have a license and a licensee must be on-site where the regulated activities are being performed (either master or journeyman, with the appropriate license type). This guidance has been incorporated into the Board’s final regulation. 4. Guidance Document 7178: License Requirements for Operators of Alternative Systems Exceeding 10,000 Gallons per Day. Guidance states the license requirements for those acting as an operator of an alternative sewage system that exceeds 10,000 gallons per day design flow. This guidance has been incorporated into the Board’s final regulation. 5. Guidance Document 7210: License Requirements for Operators of Small Wastewater Treatment Facilities. The guidance provides that the Board will accept an applicant’s experience obtained in a wastewater treatment facility previously unclassified by DEQ provided certain conditions are met. This guidance has been incorporated into the Board’s final regulation.
