Some comments on the final stage of adoption of 1 VAC 30-100, Regulations for Capitol Square, requested that the time allowed for an event be amended from one hour to one and a half hours, and the time allowed for setup and take down extended from 30 minutes each to one hour and 45 minutes, respectfully. DGS feels that doing so would harm the department’s ability to protect individuals’ and organizations’ freedom of speech because it would effectively decrease the number of individuals and groups that could hold permitted events on Capitol Square each day.
