  1. These changes are concerning for our vulnerable members. It feels like we have lost sight of the member’s best interests, all the while promoting the notion of absolute recovery. It puts too much emphasis and control through the MCO’s and DMAS  that negates member choice.  
  2. Question: It is stated that the new proposed model of PSR (Clubhouse International) will not require a CANS Lifetime. If so, what will be utilized to determine if criteria is met, or will it be a registration? Will there be a re-authorization since the Clubhouse International Model principle is “Once a member always a member.” How will diagnoses and criteria be identified to determine eligibility?
  3. The funding source  for Clubhouse International is not adequate for the provision of services, which will be felt harder in rural parts of the state.  The current reimbursement rate is not enough to sustain Clubhouse. Additionally, Clubhouse International states a fully functioning Clubhouse program serving an active membership of 100 – 125 with an average daily attendance of 60 – 70 people would need $500,000 (U.S.) annually. The current stand alone rate would not come close to required funding.
  4. The Clubhouse International Model does not address people as a whole, which is what most current PSR models offer.  The Clubhouse International model is not clinical and thus not able to provide ongoing psychoeducation and support but yet is the foundation for their enrollment.  There needs to be flexibility in PSR models that can include, but are not limited to only Clubhouse International.
