The Comprehensive Assessment of Needs and Strengths (CANS Lifetime) services as the mechanism to determine an individuals tiered access to services.  Service maximums and offerings would depend on this scoring.  However, this assessment is still in development.  There will be limited to no time to test the validity and sensitivity of this tool, and yet it could access as a gateway or barrier to accessing different levels of care for the individual.  There is concern with tying such critical decisions, such as access to services, to an untested tool.
