For youth, CPST states: “The goal of CPST services for youth is restoration to a youth’s best level of functioning by restoring the youth to their best developmental trajectory…in home, school, vocational and community settings.” Intensive In-Home services are already defined in Appendix H as “intensive therapeutic interventions provided in the youth’s residence…to improve family functioning, prevent an out-of-home placement, stabilize the youth, and transition the youth to less restrictive levels of care.”
Under 12VAC30-50-226, IIH is a federally recognized Medicaid service. Introducing CPST with parallel language risks creating duplicative coverage categories, which could result in disallowance under CMS audit.
