I strongly support this regulatory action because it ensures Virginia’s teacher preparation programs are aligned with decades of cognitive science showing that evidence-based literacy instruction is the most effective way to help children read words accurately and fluently.  The Act rightly requires districts to provide specific training and ensure that interventions are delivered by trained teachers.  It also calls for K–3/K-8 reading screeners and formal plans to ensure every student reads at or above grade level.  These are urgent, commonsense steps that will give every child in Virginia the strong foundation they deserve for lifelong learning.
